1. 招标条件Bidding Conditions

本项目 输煤系统、制氢站、锅炉电梯彩钢板及锅炉大罩壳换型改造项目已由 ****点击查看集团****点击查看公司以《关于****点击查看公司锅炉大罩壳及输煤栈桥等彩钢板更换立项的批复》（中电建海投〔2024〕420号）批准建设，项目业主为 ****点击查看，建设资金已落实，出资比例为100% ，招标人为 ****点击查看。项目已具备招标条件，现对该项目 输煤系统、制氢站、锅炉电梯彩钢板及锅炉大罩壳换型改造项目进行公开招标。

The Project for Color Steel Plate Transformation has been approved for construction by PowerChina Resources Limited. The project owner is Port Qasim Electric Power Company (Private) Limited, with construction funds fully secured and a 100% investment ratio. The tenderee is also Port Qasim Electric Power Company (Private) Limited. The project now meets the conditions for bidding, and public bidding is hereby initiated for the Project for Color Steel Plate Transformation.

2.项目概况与招标范围Project Overview and Bidding Scope

2.1项目建设地点： 巴基****点击查看电站

Project Location: Pakistan Qasim Coal-Fired Power Plant Project.

2.2项目建设规模： 2×660MW燃煤机组（已投运）

Project Construction Scale: 2×660 MW Coal-Fired Units (Already Commissioned)

2.3项目建设工期： 工期为8个月（240天） ，计划开工日期为9月15日。

Project Construction Period: 8 months (240 days), plan start date: September 15th, 2025.

2.4招标范围Bidding Scope：

****点击查看电站项目输煤系统、制氢站、锅炉电梯彩钢板及锅炉大罩壳换型改造工程。本项目涵盖T2转运煤站、T3转运煤站、除铁室、煤破碎室和驱动采样室、T4转运站（虎头型）、#5煤运输栈桥、锅炉电梯、制氢站、锅炉大罩壳共9座建筑。具体实施范围包括设计（包括功能、结构、性能等）、材料供应、安装及测试，以及上述9座建筑的压型钢板墙（包括墙檩条）、屋顶（包括墙檩条）、门窗及上述部件的连接部分。

The scope of the project includes T2 coal transfer station, T3 coal transfer station, iron remover room, coal crusher room and drive sampling room, T4 transfer station (tiger head), #5 coal transport trestle, boiler elevator, hydrogen production station, Boiler rain cover a total of 9 buildings. The specific scope of implementation is to design (Including: function, structure, performance, etc.), material supply, installation and test for the pressed steel plate walls (including wall purlins), roofs (including roof purlins), doors and Windows and connecting parts of the above 9 buildings.

3.投标人资格要求Qualification Requirements for Bidders

3.1 投标人具备建筑施工总承包资格，并具备设计、采购及安装彩钢板的能力和资质。

The bidder shall possesses Qualification for General Construction Contracting, and has the eligibility and capability in the design, procurement, and installation of color steel plates

3.2 投标人在过去三年须拥有与本项目类似的施工经验，并在人员、设备、资金等方面具备相应的专业能力。

The bidder shall has similar construction experience to this bidding project in three years, with corresponding specific capabilities in terms of personnel, equipment, funds, etc.

3.3 招标人接受联合体投标。

The Tenderee can accept consortium bid.

3.4 本项目投标货币为巴基斯坦卢比（PKR）。

The bidding currency is Pakistan Rupee(PKR).

4.招标文件的获取Acquisition of Bidding Document

Interested participants can apply for a full set of bidding documents (online pdf file sharing) free of charge from PQEPC headquarters or via email before 18:00, July 23, 2025, Pakistan time, with a introduction letter of the unti and a copy of the personal ID card of the contact person.

4.2未按本招标公告4.1条要求的途径获取招标文件的，其投标将被否决。

Bidders who fail to obtain bidding documents in accordance with the requirements of Article 4.1 of this bidding notice will be rejected for bid.

5.投标文件的递交Submission of Bids

5.1应答文件递交的截止时间（投标截止时间）为2025年8月13日10时00分整（巴基斯坦时间），递交地点：巴基斯坦卡拉奇卡西姆港东部工业区Eiz/LL/SP-14区****点击查看公司办公楼306 ，同时电子版（扫描件PDF版本和可编辑word版本）通过邮件形式发送给联系人，电子投标文件必须加密，并在开标时向招标人提供密码。另需提交10,000,000巴基斯坦卢比的投标保证金，也可提交等值的巴基斯坦卢比、人民币或美元币种的投标保函。

The deadline for submitting the bid documents (bid closing time) is 10:00 AM (Pakistan Time), August 13, 2025. The submission location is: Room 306, Office Building, Port Qasim Electric Power Company (Private) Limited, Plot No. Eiz/LL/SP-14, Eastern Industrial Zone, Port Qasim, Karachi, Pakistan. Electronic versions (scanned PDF and editable Word format) shall also be sent via email to the designated contact. The electronic bid documents must be encrypted, and the password must be provided to the Tenderee at the time of bid opening.A bid security of PKR 10,000,000 is required, which may also be submitted in the form of a bid bond in an equivalent amount in Pakistani Rupees, Chinese Yuan (RMB), or US Dollars.

5.2 招标人将拒绝提交时间过晚，未送达指定地点或未按照招标文件要求进行加密的投标。

The Tenderee will reject the Bids that are delivered late, have not been delivered to the designated location, or not encrypted in accordance with the requirements of the bidding documents.
