简要规则描述：根据《关于开展**区2026年住宅电梯远程监测装置加装工作的通知》（浦特安委办[2026】2 号）文件的要求，为进一步提升电梯运行安全，尽快实现本市住宅电梯配备远程监测装置全覆盖，我镇按照政策组织项目实施，计划对辖区内约800台住宅电梯配备远程监测装置，具体按实际评估测算为准。装置应符合《智慧电梯检测终端技术要求》，具备查看电梯轿厢内监控、实时推送电梯困人、故障信息报警、电动自行车进轿厢识别和阻止等功能。
Brief Specification Description: In accordance with the requirements set forth in the "Notice on Carrying Out the Installation of Remote Monitoring Devices for Residential Elevators in Pudong New Area in 2026" (Pu Te An Wei Ban [2026] No.2), and in order to further enhance the operational safety of elevators and achieve full coverage of remote monitoring devices for residential elevators within this municipality as soon as possible, our town has organized the implementation of this project pursuant to the relevant policies. We plan to install remote monitoring devices on approximately 800 residential elevators within our jurisdiction, subject to actual assessment and calculation results. The devices shall comply with the "Technical Requirements for Smart Elevator Inspection Terminals" and shall incorporate functionalities such as monitoring the interior of the elevator car, real-time alerts for elevator entrapment, fault information alarms, and identification and prevention of electric bicycles entering the elevator c
合同履约期限：在 2026 年 12 月 31 日前完成设备的安装、调试并通过验收，自验收合格之 日起提供3年的电梯远程监测运维服务。
The Contract Period: Complete the installation, commissioning, and acceptance of the equipment by December 31,2026, and provide three years of remote monitoring and operation maintenance services for the elevators from the date the equipment passes acceptance.

(c)Specific qualification requirements for this program: 3.1 This project shall be procured from small and medium-sized enterprises (including medium-sized, small, and micro enterprises); 3.2 The supplier shall not be listed as a dishonest judgment debtor, a party involved in major tax violation cases, or a record of serious illegal and dishonest conduct in government procurement on "Credit China" (www.****点击查看.cn) or the China Government Procurement Network (www.****点击查看.cn); 3.3 This project does not accept bids in the form of a consortium; 3.4 Different entities whose heads are the same person or which have holding or management relationships shall not participate in bidding for the same bid section or for the same bidding project without divided bid sections. Suppliers that provide overall design, specification preparation, project management, supervision, testing, or other related services for a procurement project shall not participate in other procurement activities of that same project.
